The Windows Servers are running, create a Start.bat with this Content, delete the Contents of your save files folder before Starting and have fun with the game and your own Server

Copy the game.ini in For Windows: Your Dedicated Server Folder\FrozenFlame\Saved\Config\WindowsServer folder.
Only use the start line, nothing else belongs in the bat file
Steam must be installed on the server, this is very important and delete the content of your save, crash, log files.
